Jaya Rejeki Lestari. The data for this study were obtained<br>from distributing questionnaires to research objects with a sampling<br>technique using saturated sampling. This type of research is quantitative. The<br>sample used in this study were employees of CV. Jaya Rejeki Lestari, with a<br>total of 32 respondents. Data analysis used Data Instrument Test, Classical<br>Assumption Test, Multiple Linear Regression Analysis, Determination<br>Coefficient (R2), and Hypothesis Test using the SPS version 25.0 program. The<br>results of this study partially show that Work Climate, Communication and Job<br>Satisfaction do not have a significant effect on employee performance, while<br>the variables of Leadership Style and Work Motivation have a significant effect<br>on customer satisfaction. This study aims to describe the characteristics of CNRT leadership, analyze political communication strategies, assess human resource management and cadre development, and identify obstacles encountered in the implementation of winning strategies. Using a qualitative approach, this study utilizes in-depth interviews, field observations, and document reviews to obtain comprehensive data that is analyzed thematically. The results show that the CNRT's success was greatly influenced by the charismatic and transformational leadership of Xanana Gusmão, who was able to build an inclusive party image and consolidate cross-ethnic and cross-regional support. Adaptive political communication strategies, which integrated traditional and digital media, were effective in increasing engagement, particularly among young voters and grassroots communities. The strengthening of the cadre system and the improvement of human resource capacity at the local level reinforced the party's loyalty and competitiveness. Amid internal challenges such as elite fragmentation and resource constraints as well as intense political competition, the CNRT was able to adapt through innovative strategies and responsive risk management. Using a qualitative research approach and data collection methodology through in-depth interviews, direct observation, and document analysis, this study aims to understand the stages of the recruitment process, the factors that influence it, the main challenges faced, and the extent to which the recruitment system complies with democratic principles. The results show that although the CNRT Party's recruitment process follows structured stages, patronage practices and local culture influence the selection of candidates and the selection mechanism, resulting in obstacles to achieving full transparency and inclusiveness. Internal factors such as meritocracy mechanisms and inclusive policies contribute positively to the success of the process, but patronage practices and cultural resistance are major obstacles to the implementation of ideal democratic principles. The main challenges include the obstacles of a patronage culture, internal resistance to transparency reforms, and limitations in the administrative system and supporting infrastructure. The recruitment system that has been implemented is capable of producing legislative candidates who are relatively representative in certain aspects, but it does not yet fully meet the values of democratic openness and accountability. In the context of bureaucratic reform and improving the quality of education services in developing countries, this study aims to identify obstacles in the implementation of performance improvement strategies and to design effective human resource management strategies to increase employee motivation and loyalty. The research approach used is qualitative with data collection through surveys, interviews, and observations, as well as data analysis using statistical and interpretive methods. The results show that work motivation, competency through training, a conducive work environment, and organizational commitment directly and indirectly have a significant effect on employee performance, with employee engagement acting as the main mediator. The main obstacles include an inadequate incentive system, a lack of continuous training, and an organizational culture that is not innovative and communicative, which leads to the ineffectiveness of existing performance improvement policies and programs. Recommended strategies include the development of a results-based incentive system, continuous competency training, and the development of an inclusive and transformational organizational culture.
