This study aims to describe the characteristics of CNRT leadership, analyze political communication strategies, assess human resource management and cadre development, and identify obstacles encountered in the implementation of winning strategies. Using a qualitative approach, this study utilizes in-depth interviews, field observations, and document reviews to obtain comprehensive data that is analyzed thematically. The results show that the CNRT's success was greatly influenced by the charismatic and transformational leadership of Xanana Gusmão, who was able to build an inclusive party image and consolidate cross-ethnic and cross-regional support. Adaptive political communication strategies, which integrated traditional and digital media, were effective in increasing engagement, particularly among young voters and grassroots communities. The strengthening of the cadre system and the improvement of human resource capacity at the local level reinforced the party's loyalty and competitiveness. Amid internal challenges such as elite fragmentation and resource constraints as well as intense political competition, the CNRT was able to adapt through innovative strategies and responsive risk management. These findings emphasize the importance of synergy between leadership, political communication, and cadre development as the main foundations for political party victory in new democracies, and contribute theoretically and practically to the development of leadership and party management studies in Southeast Asia.
2025-12-31T00:00:00+07:00Copyright (c) 2026 Domingos Lopes Lemos, Suwignyo Widagdo , Yuniorita Indah Handayani https://jurnal.itsm.ac.id/index.php/mba/article/view/1791Cnrt Timor Leste Party Parliamentary Candidate Recruitment System2026-01-23T09:00:27+07:00Marcos Soares Martinsmarcossoare498@gmail.comSuwignyo Widagdo marcossoare498@gmail.comLia Rachmawati marcossoare498@gmail.com
This study examines the process and strategies of recruiting prospective members of parliament for the CNRT Party in Timor-Leste as a key indicator in strengthening political positions through democratic internal mechanisms. Using a qualitative research approach and data collection methodology through in-depth interviews, direct observation, and document analysis, this study aims to understand the stages of the recruitment process, the factors that influence it, the main challenges faced, and the extent to which the recruitment system complies with democratic principles. The results show that although the CNRT Party's recruitment process follows structured stages, patronage practices and local culture influence the selection of candidates and the selection mechanism, resulting in obstacles to achieving full transparency and inclusiveness. Internal factors such as meritocracy mechanisms and inclusive policies contribute positively to the success of the process, but patronage practices and cultural resistance are major obstacles to the implementation of ideal democratic principles. The main challenges include the obstacles of a patronage culture, internal resistance to transparency reforms, and limitations in the administrative system and supporting infrastructure. The recruitment system that has been implemented is capable of producing legislative candidates who are relatively representative in certain aspects, but it does not yet fully meet the values of democratic openness and accountability. These findings contribute to the development of contextual recruitment models in developing countries and countries in democratic transition, while offering policy recommendations for improving the effectiveness of a more inclusive and transparent recruitment process in order to strengthen democratic legitimacy in Timor-Leste.
2025-12-31T00:00:00+07:00Copyright (c) 2026 Marcos Soares Martins, Suwignyo Widagdo , Lia Rachmawati https://jurnal.itsm.ac.id/index.php/mba/article/view/1792Bureaucratic Performance: Strategies for Improving the Performance of Employees in the State Secretariat for Secondary Education and Vocational Training in Timor-Leste2026-01-12T11:41:11+07:00Napoleão de Araujo Santos Limarama08592@gmail.comSuwignyo Widagdorama08592@gmail.comDedy Wijaya Kusuma rama08592@gmail.com
This study examines the factors that influence employee performance in the State Secretariat for Secondary Education and Vocational Training in Timor-Leste, focusing on work motivation, competence, work environment, and organizational commitment as the main variables that interact and mediate performance achievement. In the context of bureaucratic reform and improving the quality of education services in developing countries, this study aims to identify obstacles in the implementation of performance improvement strategies and to design effective human resource management strategies to increase employee motivation and loyalty. The research approach used is qualitative with data collection through surveys, interviews, and observations, as well as data analysis using statistical and interpretive methods. The results show that work motivation, competency through training, a conducive work environment, and organizational commitment directly and indirectly have a significant effect on employee performance, with employee engagement acting as the main mediator. The main obstacles include an inadequate incentive system, a lack of continuous training, and an organizational culture that is not innovative and communicative, which leads to the ineffectiveness of existing performance improvement policies and programs. Recommended strategies include the development of a results-based incentive system, continuous competency training, and the development of an inclusive and transformational organizational culture. These findings make an important scientific and practical contribution as a basis for the design of adaptive and sustainable human resource management policies in an effort to improve the effectiveness and efficiency of educational services in Timor-Leste.
2025-12-31T00:00:00+07:00Copyright (c) 2026 Napoleão de Araujo Santos Lima, Suwignyo Widagdo, Dedy Wijaya Kusuma https://jurnal.itsm.ac.id/index.php/mba/article/view/1838The Role of Service Quality and Parental Satisfaction in Fostering Trust for Child Immunization at Cilengkrang Public Health Center2026-02-02T11:22:37+07:00Deden Abdul Azisdedenabdull21@gmail.comHafid Aditya Pradesadedenabdull21@gmail.comSaekul Anwardedenabdull21@gmail.comAlikha Noviradedenabdull21@gmail.com
Low immunization coverage among children in Indonesia remains a critical issue contributing to the rise of vaccine-preventable diseases (VPDs). This study examines the influence of service quality on parental trust in the child immunization program at UPTD Puskesmas Cilengkrang, with parental satisfaction as an intervening variable. Using a quantitative approach and survey method, data were collected from 97 parents whose children received immunization services. Path analysis was employed to assess the relationships between variables. The results show that service quality significantly affects parental satisfaction, which in turn strengthens their trust in the program. Key dimensions such as tangibles, reliability, responsiveness, assurance, and empathy were found to be crucial in shaping positive perceptions. These findings suggest that improving service quality and satisfaction is vital to building trust and reducing immunization refusal rates.
2025-12-31T00:00:00+07:00Copyright (c) 2026 Deden Abdul Azis, Hafid Aditya Pradesa, Saekul Anwar, Alikha Novirahttps://jurnal.itsm.ac.id/index.php/mba/article/view/1843Determinants of Intention to Use Qris Payment System for Metro Jabar Trans Service Users2026-02-02T11:20:57+07:00Fadlan Ridha GienansaFrgienansa@gmail.comHafid Aditya PradesaFrgienansa@gmail.comAnggi Syahadat HarahapFrgienansa@gmail.comFikri Aditya Tri AndikaputraFrgienansa@gmail.com
This study identifies the key factors influencing the intention to use QRIS (Quick Response Code Indonesian Standard) among Metro Jabar Trans users, guided by the Technology Acceptance Model (TAM). It specifically examines the impact of perceived usefulness, perceived ease of use, trust, and perceived risk on user adoption interest. The research employed a descriptive quantitative approach. Primary data were collected from 162 respondents using an accidental sampling method through the distribution of questionnaires. Subsequently, the data were analyzed using multiple linear regression to assess the influence of each variable on the intention to use QRIS. The findings reveal that trust and perceived usefulness are the most dominant factors driving the intention to use QRIS. This is attributed to users’ perception that QRIS offers both security and tangible benefits during transactions. Consequently, the study suggests that convenience alone does not automatically increase interest in digital payment systems, and risk-related factors did not emerge as primary drivers in this context. While several variables demonstrated a significant influence, the study has notable limitations. These include its narrow scope, focusing solely on one transportation service, and the limited number of independent variables examined. Therefore, future research could expand upon these findings by employing a broader scope and incorporating a more diverse set of variables to develop a more comprehensive understanding of QRIS adoption on public transport.
2025-12-31T00:00:00+07:00Copyright (c) 2026 Fadlan Ridha Gienansa, Hafid Aditya Pradesa, Anggi Syahadat Harahap, Fikri Aditya Tri Andikaputrahttps://jurnal.itsm.ac.id/index.php/mba/article/view/1844TRAM-Based Analysis of SAPAWARGA Adoption for Digital Tax Services Among Generation X and Millennials in West Bandung Regency2026-02-02T11:48:33+07:00Seftya Siti Nurhayatiseftyasiti2211@gmail.comPepi Zulviaseftyasiti2211@gmail.comHafid Aditya Pradesaseftyasiti2211@gmail.comAlikha Noviraseftyasiti2211@gmail.com
This study examines the technological readiness and acceptance of Generation X and Millennials in adopting the SAPAWARGA application as a means of paying Motor Vehicle Tax (PKB) in West Bandung Regency. The approach used is the Technology Readiness and Acceptance Model (TRAM), which combines the constructs of the Technology Readiness Index (optimism, innovativeness, discomfort, and insecurity) and the Technology Acceptance Model (perceived usefulness, perceived ease of use, and intention to use). The research method used was quantitative by distributing questionnaires to 110 respondents who were selected purposively. The data was analysed using Structural Equation Modelling with the Partial Least Squares (SEM-PLS) approach. The results of the study show that optimism and innovative attitudes have a positive and significant effect on the perception of usability and ease of use of applications. The perception of convenience is the most dominant factor in influencing users' intention to continue using the application. Conversely, inconvenience and insecurity did not have a significant effect, likely due to the high digital literacy of respondents. These findings emphasize the importance of developing easy-to-use features and improving system security to drive long-term user engagement. This study contributes to understanding the generational differences in the adoption of digital public services and their implications for the development of e-government platforms.
2025-12-31T00:00:00+07:00Copyright (c) 2026 Seftya Siti Nurhayati, Pepi Zulvia, Hafid Aditya Pradesa, Alikha Novira
